Under CWZ, the city is divided into designated zones, and each zone is serviced by a limited number of approved waste haulers. This replaces the previous system where dozens of private companies operated citywide.

Staten Island CWZ Phase 5 Officially Set for July 1, 2026

The Staten Island Commercial Waste Zone (CWZ) Phase 5 rollout now has an official starting date. According to the New York City Department of Sanitation, Phase 5 covering Staten Island will begin implementation on July 1, 2026, with full implementation by August 31, 2026. The final rule was published on January 13, 2026.
